From that website, you’ll be given a large square, composed of 256 squares, a 16 x 16 array. You’ll be given the opportunity to colour or paint each individual square a different colour, creating the larger picture. This is essentially what you’d be doing in Photoshop with a canvas size of 16 pixels by 16 pixels. The website only further simplifies the process.
Once you’ve finished creating your icon, download it. Again, you’ll upload the icon to your FTP server, and then reference it by any means on your webpage.
